Not quite sure what you're asking. It's certainly best practice not to have funds from two different groups in the same account. But the main issue is access -- one group won't have access to it's own funds while members of the other group (in this case the PTO) will have access to funds that don't belong to them. In small cases -- say holding the car wash fundraising money for the student council -- where there is very good bookkeeping, it might not be an issue.
