Question: appointment or election

In my school the principal asks then appoints the PTO officers. Isn't it suppose to be an election process to give fair opportunity?

Yes, preferably parent group leaders should be nominated and elected by the membership. What happens in some schools is that involvement drops off so much that the principal has to seek out someone to lead the PTO. It's possible that happened enough times in your school that it became institutionalized, and now the principal considers it his job to appoint PTO leaders. Check your group's bylaws -- they should spell out the election procedure. If you don't have bylaws, definitely write some.
