If your school doesn't have a pto or pta and alocal non profit group donates money to the school, can the money be donated to sponsor a child to go to a camp or should it be put in a general fund?

From my limited knowledge of IRS regulations, I think that would be OK. It sounds like a scholarship and probably would have to comply with IRS scholarship rules (nondiscriminatory, etc.). It would be worth consulting the school district's attorney to make sure all of the i's are dotted. If the local nonprofit is a 501c3, it could also simply award the scholarship itself, using the school to help make the selection.
