The treasurer should be in charge of the checkbook. The treasurer's the one responsible for tracking expenditures and keeping an eye on the balance in the checking account, so it makes sense for the treasurer to oversee the checkbook. If this is an inconvenience, you might consider keeping a couple of (unsigned!) checks at the school in a safe place. It's important to have a reporting system for those checks, though. The treasurer needs to know what's been spent.
