Question: President is not making proper PTO

Our PTO president has started a new job that keeps him from his duties quite a bit. As of yet, he has not scheduled a PTO meeting (our 1st for the year) because he can't find a time that works for him. Can't he let the Vice President take over temporarily until he can work it into his schedule?

Yes, part of the vice president's job is to preside when the president is unavailable. You should really have meetings at regularly scheduled times, not adjust them constantly to fit the president's schedule.
