How do you go about setting up a PTO scholarship fund and how do you promote it? Are there any forms specifically for setting up and promoting?

The IRS allows you to award scholarships as long as they are nondiscriminatory and awarded based on need or merit. Talk to the principal and/or faculty members at your high school to see where the need lies. One possibility is to award the scholarship to a student planning to major in education. You should enlist a committee of two or three teachers to make the selection. That way the children, relatives, and friends of PTO members can be eligible without worrying about conflict of interest.
