Question: How to continue as a functioning PTO!

We have no nominated or running PTO officers as of date. the Principal and a few parents want to start running Fundraisers in the name of the PTO. To the best of my knowledge if there are no officers, there is NO PTO. Can we still function at the beginning with a President and Treasures?

I've heard of PTOs that have operated with board members but no official president. They take a group approach to planning and decision-making. This can work for a year or so if you have the right mix of people. Usually one or two people assume a leadership or at least lead organizer role over time. They might feel intimidated by the title of president, and this setup allows a natural order to emerge and people to assume roles over time. It's not a long-term solution, but it can work for a time. You do need someone to be responsible for the finances, though, whether or not that person has the title of treasurer. You might be able to solicit support from the school bookkeeper to make the job easier.
