Is it possible to have a PTA at a school and also have a PTO that only handles one particular fundraiser, not allowed by the PTA, a year?

I see what you mean. Yes, you could have a group with the sole responsibility of running one fundraiser. You could name it anything you wanted (the Auction Team, eg); it wouldn't necessarily have to be called PTO. The easiest structure would be to have it function under the school umbrella rather than as an independent organization. You would use the school's tax-exempt status, and any money raised would go directly into a school account. (Not necessarily the general fund -- it could be an account specific to your group, just using the school EIN).
