Usually term limits are outlined in a group's bylaws. Groups do differ on how they set this up, but it is common for groups to have elections each year for one-year terms and use a two-year term limit. Often, groups will use language that allows for an officer to stay on if no other candidate steps forward and that officer is willing to continue for another year. But, best case, that should be the exception. It's best when new members are stepping up. This process helps prevent the group from getting stagnant.
