Is the PTO a seperate intity from the school or is the Principal in charge of funds?

That depends. In most schools, PTOs are independent organizations with their own tax ID number (EIN) and, in some cases, incorporation and 501c3 tax exemption. They decide how to raise and spend their funds. In some schools, particularly some private and parochial schools, the PTO operates more as a committee of the school. The funds go into a school account, and the principal has much more say in how they are spent. In either case, it's important to create a working relationship with the principal.
