The PTO president has not held any meetings, or handed over the books, what are some options?

When you say "handed over the books," I'm wondering, are you talking about an officer transition situation or do you mean generally sharing information with the members?

Hi again beahawk,
If you have a situation where the president is holding onto the checkbook and refusing to hand it over, then, well, that's a problem. Do you know if there was more than one name on the bank account? Usually there is. It could even be the school principal. I'd say it's time the vice president and the secretary meet with the principal to figure out the best next steps, which should include going to the bank, finding out what names are on the account and essentially taking over from there.
