Question: PTO Election

Nobody will step up to be President or VP. Can we have a PTO without volunteers for one of those positions? Our bylaws don't have anything written about it.

What can happen is you have people take on specific tasks and you can move forward, even if you don't have an official president or vide president. You do need someone who handles the presidential tasks of running the meetings, setting up the agenda for meetings, handling interactions with the principal. You also need a treasurer. And you need to have a system in place to make sure the financials are being handled properly. It's not the best way to go, but it's been done before and it is better than not moving forward. Plus, you might find that once a few volunteers are handling some of these responsibilities, they may grow comfortable with the tasks and be willing to officially step up as president or vice president.
