It is often not a clear-cut issue. When groups are in a position of needing a new fundraiser, they may get proposals from different companies and then the group would vote. You might also have a situation when a parent comes forward with a smaller fundraising idea and the group votes to give it a try. Overall, though, the executive board really needs to guide this process. You are the folks that know that big picture: how many fundraisers are taking place in a given year, the different types of events and the pacing off them. So, your input should be a big factor in how the group makes its choices.
