Question: Uncooperative Officers

Our PTO is divided into four groups, one for each building. One group has decided to pull out of supporting/participating in all events that involve all four groups. They do not run any fundraisers for their building, or organize any events for their building. Technically, this violates our Mission Statement. Should they still be part of our PTO? Can we "kick them out"?

This would depend on what is specified in your bylaws, but it sounds like they've kicked themselves out. It's time to hold a meeting, go over these issues, and offer this group the opportunity to be fully independent (that means no funds from you) if that is the road they wish to travel. It is simply not fair for this group to benefit from your work and not pitch in.
