Question: HSA "hijacked" from parents?

For the past few years, two programs have operated out of our school. The first, the HSA, solicits funds and hosts annual enrollment meetings, but then never assembles parents again. The second, the HSCA also fund raises for the school, meets there monthly (and promotes meeting dates on a private group page parents have no access to). In January, parents filed complaint and an investigation by the district determined our HSA program non-valid. But, the HSCA-- they will not comment on, and the organization still fund raises for various initiatives it advanced at the school. Was our Home and School hijacked?? I have filed a dozen open records requests seeking the names of this groups officers, financial records and what standing (if any) it has with our city's Home and School Council. Most were declined (citing privacy issues), extensions filed for others, but never answered. I'm now appealing those that were not responded to. Any input, suggestions would be greatly appreciated!!
