Can a school Principal use PTO funds to barbeque for the staff and District Office officials?

That depends. Does the principal have a discretionary fund as part of the PTO budget? Did the principal ask for the PTO to fund this? Often PTOs fund a staff or teacher appreciation event, but this sounds a little different. If the principal is asking for a large sum that requires a vote, then you, along with all the parents, can vote for or against this.
