Question: Nominations

If the current president is in her position due to the previous president stepping down, would we still have an open election if another parent wanted to run for president but the bylaws state each board member shall remain for 2 terms?

please quote you bylaws verbatim. To state that they remain for two terms makes no sense.

Typically, when someone is appointed to fill a vacancy after an officer resigns, that person fills out the remaining term of office. If your president is elected for a two-year term and resigns after six months, the new officer would serve for the remaining 18 months. However, as Parttimeparli points out, you should check your bylaws for specific language addressing this situation.
