In the state of KY - Can Funds remain from a previous year in the account for next year use? or Do the funds accumulated within the year be spent ?

Funds don't need to be spent in the year raised. Kentucky doesn't have any regulations that prevent carrying over money from one year to the next. The department of education does have a loose rule for schools that you might want to follow, but you don't have to -- it doesn't apply to PTOs and PTAs:

"Due to timing of fundraiser activities, a school may have to carry forward funds from year to year. However, it is recommended schools not carry forward an excessive balance year to year as determined by the principal and the district finance officer."
