I dont know how to advise, I am sure others have been down your road, and will post thier ideas.....but just FYI we dont even HAVE a fence. Some parents offered to raise money for one and they, admin, said, 'we dont need one'. oh my gosh!! they wont take a donated fence??!!
Bad fence is better than no fence. Be grateful for what you do have.

I don't know if the fence needs more, but chain-link can be power-washed to remove the rust and then painted.

This is an issue at our church and the council talked about asking families to sponser sections through a donation or just purchase a measured length. Nothing has been voted on as we now need to discuss our plans with the historical society for the city (the fences replacing are 50 years old and original to the homes they back-up to).
Our fence at school is new and the 8th graders did paint the fence and painted "Home of the Timberwolves" on the side. We need to redo parts due to miss spelled words.....yeah
