Proposed changed to bylaws legal?

Our PTO has had some growing pains this year specfically related to bylaws.

Our Bylaws state: "These bylaws may be amended at any general meeting of the members, at which a quorum is present and voting, throughtout, by a simple majority of the members present at such meeting, provided that the proposed amendment(s) had been given at the previous meeting."

I read the above statement that new Bylaws must be presented at a prior General meeting (not special meeting) because it says "the previous meeting" not "a" previous meeting.

Do you think that is correct?

I would also interpret the word "the" to mean the previous meeting as opposed to any specific meeting which use of the word "a" would imply.
