PTO sponsor a scouts charter? How? Bylaw changes

Hello,

Our school's cub scout group is planning to approach the PTO about sponsoring their scout charter. Does your PTO sponsor a scouts charter? How does this work? legal rules, bylaws, IRS guidelines, addl insurance? Do you recommend? HELP. We are a 501c3 organization now.

Any input would be greatly appreciated.
