Can anyone just start a PTO or do you have to join an organization? My 4 kids are enrolled in a cyber charter school in Pennsylvania and we are trying to start a PTO. We just want to make sure it is legal.

I'm not sure about Pennsylvania law, but I know in CT anyone can establish a PTO with the cooperation of the school. This site is a great help for information and feedback. So just go for it.

PTA is the name of a national organization, and a parent group may not legally use that name without affiliating with them.

PTO is a generic name, and any parent group may use it. In fact, a PTA is a PTO, it is just a very specific kind of PTO. There are other names, like HSA, that are also used and can be assumed by any parent group that so desires.
