Guidelines for switching from PTA to PTO

Hello, I am currently the PTA Secretary at my daughter's school in Tennessee. The PTA President and I would like to switch our school from PTA to PTO but we are not really up on the guidelines to what all we need to do. This is my first year as being on the board and I am really not up to par on everything yet. Could someone please lead us in the right direction. Also, for some reason our principal is not really on our side about switching to PTO yet. I don't think she has enough information about PTO to want to make the change. We are mostly looking out for our kids and how we can use more funds for our school. It just seems like we give PTA alot of money for nothing. I'm still learning. But, if there is anyone out there that could help us, we would really appreciate it. Thank You..
