After the fundraiser is over, as if it ever is!

When does your responsibility to a fundraiser and its s participants end? We have parent each and every time that are late to pick up or don't pick up until well after it's over.
As part of our go-green policy, we cannot send home reminders. Therefore, my contact info and the pickup date and time are clearly marked on the fundraiser. We also do our best to call people who haven't come by half an hour before the end. Most of them didn't answer or never called back.
Fortunately, if we only have a few orders we can put them in the fridge, or the office if they aren't refrigerated items. But this is a FAVOR and not a responsibility on the school's part. They aren't able to be accountable for these orders. The best they can do is help when they have a free moment and there are times that substitutes working in the office know nothing. None of our members wants to keep these things in our homes. We have kids, little space and don't want that burden.

Fast forward to the last day of school. We threw away the subs that weren't picked up that morning. All of the bags were gone, so I thought they had all been picked up. The office staff knew almost nothing about who came and got what. I am now getting calls about items missing from an order, people who want to pick up their orders and people who want refunds. Those orders I thought were picked up? Well, they weren't and now they are missing!

What would you do with these situations?
We don't have a written rule about not refunding money from orders not picked up and we don't want to make parents upset.
Unclaimed cold foods- we had to trash these. What a waste! And now we have to refund the money which is a loss for us.
Missing orders? What to do?! I'm not sure the fundraising company will honor a missing order this late after delivery. I'll check, but this might be something we have to pay for ourselves. As for the missing orders of all of the late parents, someone took them but with no proof of who picked up and who might have taken it, we can't make accusations. None of them took their orders so we don't know which ones came. This is a $500 mess!
