rules regarding officer's and such

if an officer [ treasurer] is accused [ hears about such by word of mouth, presumably by another officer] of theft of PTO funds; shouldn't there be an executive meeting to addresss such issue?
Furthermore; if financial papers of the PTO are looked over and nothing is found in the line[s] of an act of theft; should the officer being accused be thrown out only on the grounds that another officer made such accusations, but provided no proof and the claim was found to be unsupported?
If an officer is thrown out, should it be the PTO officers/executive committee or general membership who throws out the officer? OR
should it be the school Principal and/or superintendant who say the officer no longer holds the position of officer in the PTO [there is no contract between the school dept at any level and the PTO]?
Does the school principal and/or supt. have the right to dissolve the PTO, take control of any PTO items such as items for a fundraiser [billing in name of pto officer], or have one of the 2 people listed on the pTo acct. withdraw all the PTO $$$'s and give it to the principal??
Thank you.

Two questions for you?

Is your group an independently established 501(c)(3) organization? Do you have bylaws? And what do those bylaws say about removal of an officer?

OUR GROUP IS/WAS WORKING ON ESTABLISHING ITSELF AS AN INDEPENDANT ORGANIZATION UNDER THE 501 C 3 GUIDELINES. THE BY-LAWS ARE/WERE IN THE WORKS, NOT COMPLETED AS YET. OUR GROUP WAS USING THE ROBERT'S RULES OF ORDER AS AN INTERIM GOVERNING PARLIAMENTARY LAW.

Oh my goodness...I do believe that accusing a treasurer of theft with no legimate proof is totally unethical! How a treasurer could steal funds is beyond me...our PTO account has to have two signatures on each check...it is set up through our bank that every check they get to clear has to be hand checked aganist our signature cards. I do believe whole heartedly that the principal or district should be able to monitor actions of the PTO for the children's sake...because it does seem that at times the grown-ups aren't acting very responsibly.

I think you are giving the banks too much credit. Our bank said that we as a PTO can require two name but they won't monitor two signatures. Also, last week our bank cashed a check made out to our local grocery store.

Each month our treasure submits the bank statement. Our secretary holds the statements.
