There is a local Boy Scout troop who has requested that our PTO "charter" them. They already meet at our Elementary school campus.Does anyone have experience with chartering & what's involved? Is the PTO required to help THE GROUP with fundraising efforts? Does the PTO have to cover them with liability insurance? What's involved?

My principal & some of the office staff is concerned about this.

You should ask them what their interpretation of "chartering" means. Then, when considering their request, keep in mind that other groups could approach the PTO with the same request after they learn that the PTO is willing to be involved. It could be a slippery slope.

You should also search "scouts" using our site search feature (top right). There have been some fairly helpful, comprehensive discussions on that topic here over the years.

I, for one, still don't get why scouts can't/don't stand on their own like most other civic organizations and clubs.

Something else to keep in mind is whether or not chartering the scouts could present a problem for you in terms of your membership having issues with their policies. I know at our school we have a fairly large population of people of non-Christian based religions and a decent number of two mom and/or two dad families who would have some pretty major issues with us affiliating with the Boy Scouts.
