Actually, our PTA just opened a Business Paypal account within the last month. If you specify that your business is a 501c3 non-profit there is no monthly fees (you do have to provide proof of 501c3 status). You only pay the transaction fees which are reduced for non-profits. I have copied and pasted some info from one of my emails. The Paypal Rep. that worked w/ us was very helpful in getting our account set-up in our time crunch. His name is Brian Kissel and you can email him at bkissel@paypal.com. The nice thing they will do for non-profits is set up an auto deposit directly to your bank account at the end of each day. I felt better about setting it up w/ that in place in addition to only the signees to our checking account have password access.
It has worked well for us so far and been user friendly for our parents to use. They loved being able to pre-order and pre-pay and miss all the long lines at registration. Google docs has a new form feature. If you set up a spreadsheet on google docs, you can make a form- real easy to use. free of charge.

We have been using mysignup.com I like it. As the Secretary I run it and set it up for what event we need. and they do send you an email when you get a new person signing up for it. plus they send you daily updates. overall it is a good website for free.

We've just found www.formspring.com, and I like it. They have a free bundle with limited features, which was enough for our needs.
It's very east to setup via drag and drop, but also let's do more advanced things like conditional questions and totals computations. They also haveemail notification onsign ups, and cool summary reports that can be downloaded to spreadsheets.
You need a paid package to get things like paypal integration, large number of sign ups, website integration, etc.

You may want to check out bigtent.com. They have free event management tools that allow you to send out invitations, get rsvps, sign-up for shifts and even collect event payments. It's worth looking it.
