Default IEP - Special Needs - Behavior Students - Injury

When you hold an event that does not require the parent to be in attendance and no teachers, staff or nurse is at event - how do you handle the following:

Bad Behavior

Special Needs Children

Injury

We don't really hold any event like that-- there is always a parent or if it is done during school hours, there is staff present---
If you know you have a child with special needs, can you make pre-arrangements for that parent, a guardian or a staff member from that child's class to be with them?

HIPPA laws prevent us from knowing who the special needs children are. Most parents with a special needs child will come with them to an event. I was just wondering what everyone does if the parent doesn't.
