Are Bylaws Valid

Are bylaws valid or legal if there are no officer signatures but do have a revised and adopted date on them? Does it make a difference if the PTO is 501c3 or not?

The bylaws are valid once they're voted on and approved. The signature is like a notarization -- it shows that the signed copy is official, but it doesn't affect whether the actual bylaws themselves are valid or not.
