No. The Brown Act, California's open meetings statute, is aimed at municipal and state government. Even though PTOs serve schools, as independent nonprofit organizations, they are not subject to the provisions of the Brown Act.

The same question was brought forward to me concerning Hawaii's Sunshine Laws. That too is aimed at county and state government. In Hawaii, PTO's are bound by the Hawaii Non-Profit Corporations Act (Chapter 414-D, Hawaii Revised Statutes).
