Hi, VikiS01 -- While it's nice to have money in the bank, you can definitely start a PTO with no funds. The nuts and bolts of starting a parent group don't cost anything at all (the only thing that would cost money is applying for tax-exempt 501(c)(3) status from the IRS, and that's optional). Then it's about engaging parents and supporting the school community, and there are lots of creative ways to do that with little or no cost. (Read Tim's column about why small-budget PTOs can succeed, too, if you're not convinced.)
