if parent club raises funds for computer lab can they use that money for books?

Are there specific bylaws? For example, I am on our Foundation, not a PTO. Our bylaws do not specifically state we must spend our money on new technology purchases (although it is our focus). We keep it more open ended so that we may help out wherever there is the "biggest need."
