At a general meeting, any member can make a motion and vote on it except the person who is presiding (usually the president). If there's a tie vote, the presiding officer then has the right to break the tie -- if she hasn't voted already.

At a board meeting, only board members make motions and vote.(Board meetings usually are small enough that many groups dispense with that formality and make decisions by consensus.) At your regular meetings, any member can make motions and vote.
