amending by laws

We would like to amend our by laws to include security checks for all signatories on the checking account. Do we need to amend the bylaws? Also do we need to send anything to the Taxing authorities

IMO, yes you should ammend the bylaws so it becomes part of your organizations practice, regardless of who is at the helm. Just be clear about who is paying for the background check. I honestly do not know the answer to the tax question. Sorry.
