Should the president be allowed to also be the treasurer? If so should they be allowed to sign checks/

If at all possible, you should have a separate treasurer. The treasurer's job involves a lot of detail work, and the details are quite important. The president has more than enough to do without adding these duties as well. Both the president and the treasurer should be empowered to sign checks, but many groups require two signatures, especially on checks over a certain amount (say $100). Also, it's crucial that someone other than the treasurer (or president in your group's case if she's handling both roles) open and review the bank statements each month. That's the single most important financial control you can create for your group.
