We have a Volunteer Tea at the end of every year. Teacher's invite their room volunteers. PTA and Foundation invite anyone that helped them throughout the year. We serve sweet tea and cake. We have awards for things like "most volunteer hours", "MVP", "Volunteer of the Year", etc. These are voted on by the teachers and PTA Board. Each volunteer leaves with either flowers or a small gift.

Say "Thank You" when volunteers sign-up. Say "Thank You" while they do the work, and say "Thank You" after the work has been done. One of the best ways to say "Thank You" is to listen to and act on their suggestions. If you have an EOY award event, make sure you can statistically support any MVP award. Otherwise, it becomes a popularity contest.
