Do you have decent involvement, but nobody wants to assume the leadership role? If that's the case, maybe you can split the job so two people can share it. That might make it seem less intimidating. Or you can divide the duties among the executive board, rotating the role of chairing meetings. Sometimes it's the title that intimidates people -- they see the president as ultimately responsible for everything the group does, a kind of "the buck stops here" role. Anything you can do to make people see that your group is about teamwork and shared responsibility will make people more comfortable about the leadership role.
