Can PTO funds be used for a principal's retirement gift? Is there a limit on the amount acceptable to spend?

There aren't any IRS rules that would prevent you from purchasing a modest gift for the principal, and that sounds like a nice thing to do. Your group has to decide what's acceptable—and what will be acceptable to the parents who contribute to your fundraisers. As long as you don't go overboard (no trips to the Bahamas), you're probably on solid ground. Instead of purchasing something, can your group put together a keepsake, like a photo album with thank-you notes from the kids? That might be more valued than anything you can buy.
