Some districts are doing this in order to "protect" PTO funds. They can't force you to hand over the money, but they do have leverage to make it difficult for your group if you don't. On the other hand, you have leverage in that you contribute a lot to the school. You can take a hard line, and that might be a place to start. If that's not possible, see if you can work out a compromise that addresses their concerns and still creates a flexible enough system that you can access your cash whenever needed. It's not a great situation, but unfortunately it's a reality for some PTOs and PTAs.

I have the same issue. We were told the other day that we need to bring 90% of our funds to the bookkeeper to turn over. I have tried to find answers but I am coming up with nothing!
