Typically the historian keeps a record on the PTO's activities for the year. She might create a scrap book to promote your group, and oversee your Parent Group of the Year entry (small plug there!). Another great job for the historian is to help officers and committee chairs assemble a record (a binder can work well) of important information that will help successors, ie key contacts, dos and don'ts, cost information, etc.
