Disagree. We feel fairly strongly that the best practice is to make everyone who has a child in the school a voting member of the parent group. The best way to build involvement is to make people feel like they have a stake in the group. The best way to turn people off is to tell them that even though they've volunteered and attended meetings, they can't even vote. Having just a handful of people allowed to vote is a sure-fire way to create a reputation as a clique, which is devastating when you try to build involvement.
