That's up to the individual group. We actually recommend that PTOs not charge dues for exactly the reason you're mentioning -- it's a mixed message to tell parents you want them to get involved but then to charge them for the right to participate. A lot of PTOs do charge a few dollars dues as a way to raise funds, however. And all PTAs charge dues because they must pay per-member fees to state and national PTA organizations.
