The principal wants to dissove the current PTO and start a pta next year. Can the principal be on the current PTO account before we close it?

Yes, the principal's name can be on the account. Some groups have the principal's name on the account as a general practice. This would make a difference in the event that an entire board turned over or some other event occurs in which the PTO leaders are no longer available.
