Question: Enrichment money up for grabs?

Our after school enrichment program never uses all of the funds brought in as fees. The money is then distributed to wherever the PTO needs it. Should this money not be rolled over to the budget for the following year's program? It is a service program, not a fundraising program, and it feels like we may be misrepresenting to the parents how this money is used.

Is the PTO paying insurance? Insurance could also be considered a cost to the organization that covers enrichment activities. It will cover teachers, students and properties in said activities. It is a cost that not many think of when they think of the spending involved.
