How do we find out if our existing PTO is already at a non-profit status?

You could start by calling this IRS hotline number -- 1-877-829-5500 -- and explain you are looking to see the PTO you mention is registered as a 501c (3). You may find that the group hasn't officially registered as a 501c(3) but has been functioning as a non-profit group. As Rose suggested, the IRS number is the best place to start. The non-profits division of the IRS is very helpful. There's also a database search you can get to from here:
http://www.irs.gov/charities/index.html
but if you call, they can tell you whether you are non-profit, or if you had a tax ID number (EIN) issued but haven't filed the required documents, or if you had your status revoked, or if you have never even been issued an EIN.
