If you are an independent (501(c)) group, you technically have the authority to make your own funding and spending decisions. However, it is a good idea for parent groups to try to work cooperatively with administrators and work towards more of a partnership. You don't want this to be adversarial because administrators can make you life difficult (restricting access to facilities, for example) You have a lot of expertise to share with them about parent involvement and funding concerns. They have a point of view that is helpful and can give you additional insights on district trends, etc. So, if possible, try to work with them.
