PTO meetings

We are having a problem with the executive board always cancelling meetings when do they ever have to hold a meeting if they are always cancelling them?

Does your group have bylaws? It's my understanding that if the bylaws say a certain number of meetings will happen each year, they have to happen. I'm not sure what the recourse is, though.
