Silent Auction Sheets outside

What is the best, neatest way to hold down silent auction sheets, outside under a tent, dealing with the wind factor?

Slip each one into a cheap 3-ring binder (can even be borrowed for the cause and returned later) and set that on the table?

Another idea: If the table has a table cloth (even a dollar-store plastic sheet) use 2-sided tape to affix the sheet directly to the table cloth. Put more than one at popular items.
