on the sample provided with Anytown Elementary School - the answer provided is page 1, Article 3, paragraph 1 where is that answer from - can I assume it applies to all schools?

The dissolution clause simply states what happens to the group's assets if the group is dissolved. (Typically, they must be donated to another 501c3 organization -- which in practical terms would be the school or another PTO.) The page, article, and paragraph should reflect the actual location of the clause in your organizing document. It will likely be different for every PTO.
