Question: Bylaws and a Newish PTO

Our PTO was poorly run by the last president. The leadership of the school wanted a new everything and I was tapped to pull it together. Now I am looking at the bylaws and I see that there was a process that wasn't followed. The previous PTO president is not being helpful in the transition, blaming everyone else for her failure. Can I rewrite the bylaws and start anew?
